Dr. RaShall M. Brackney

Chief of Police

Charlottesville Police Department

Dr. RaShall M. Brackney was a retired 30-year veteran of the Pittsburgh Bureau of Police and the former Chief of Police of the George Washington University. During her tenure as a law enforcement professional, she has been responsible for overseeing critical operations to include Uniform Crime Reports (UCR) to the Federal Bureau of Investigations, CALEA accreditation, Special Deployment Operations including SWAT, Mounted Patrol, Accident Investigation, Hostage Negotiations, River Rescue, Special Events, Traffic Division, Tow Pound and the "Bomb" Squad, the training Academy, Patrol Operations and Major Crimes.


Dr. Brackney earned bachelor of science and master's degrees from Carnegie-Mellon University and a Ph.D. from Robert Morris University.

Senior Trooper Recruiter

Virginia State Police


Senior Trooper Crews was a local police officer for 3 1/2 years prior to joining the Virginia State Police. He has been a Trooper for a little over 12 years. He has currently trained as a Crime Prevention Specialist, General Instructor, Field Training Officer, Accident Reconstruction, Child Safety Seat Installer and YOVASO Leader (Youth of Virginia Speak Out about Traffic Safety ---- Youth Program that is in Middle and High Schools across the State). He is currently assigned to the Recruiting Unit in Appomattox (Div.3)

Tommye Sutton

Assistant Vice President & Chief of Police

University of Virginia


Chief Sutton was the deputy chief of police at Northwestern University. He is an experienced law enforcement executive with a demonstrated history of working in the higher education industry. He is skilled in Crime Reduction and Prevention, Crisis Management, Sport and Special Event Command, Law Enforcement Accountability and Metrics, Investigations, Firearms, Strategic Planning, and Government. 


Chief Sutton has a bachelor's degree in English from the University of Southern Mississippi, a master's degree in criminal justice administration from Tennessee State University, and is currently working toward a Ph.D. in higher education leadership from Concordia University Chicago. He has been with the University of Virginia since August 1. 

Mike Wagner


Albemarle County Police Department


Lieutenant Wagner is the Deputy District Patrol Commander with 27 years of experience in management and leadership. He has held several commands in Special Operations, Administrative Support, and Strategic Planning.


He earned an associate degree in Police Science from Piedmont Virginia Community College, a bachelor's degree in Criminal Justice from Bluefield College, a master's degree in Human Service/Executive Leadership from Liberty University, and a graduate certificate in Police Executive Leadership from the University of Louisville. Currently, he is an associate professor of Administration of Justice at Piedmont Virginia Community College.
